2. Loquntian full membership question:
Loquntia had not been a provisional member of the GUM for two weeks before attaining full membership, against the Charter. A ruling of the Supreme Justice concurred that “quorum was mistaken on allowing them in off the bat as full members, and that that vote should be considered to represent an admission as provisional members, pending their approval or otherwise as full members at the next quorum session”. A motion annulling their full membership and announcing that a subsequent vote would be held next session was moved and passed.
3. Shorewell membership application: Motion was passed, Shorewell became a provisional member of the organization.
4. Motion to suspend Mcarthia for 14 days: It was maintained that Mcarthia had failed to advise the Quorum of Delegates as to the continuation of their existence for a period of forty-five days, and as a result being in breach of the Charter. It was moved that Mcarthia be suspended for fourteen days as a result, a motion that subsequently failed.
5. Update on Diplomabear rota: Leylandiistan and Gurvata’s dissolution removed them from the rota. It was stated it would pass from Wyvern to Valdsland directly instead of through the former country.
6. Update on micronationalism guides: The word count for the legislation micronationalism guide was increased to 3980 words.
7. Membership certificates: It was regretted that little enthusiasm for the idea existed. Members were advised they were able to design certificates if they so wished and such designs could be considered by Quorum at a later time.
8. Ideas for further projects: It was suggested that a survey type system for determining opinion polls related to the GUM might be a pertinent idea. Further discussion was to take place at a later time.

2. Diplomabear update:
Diplomabear arrived in Uberstadt, where it toured the Chambers of Parliament, the Independence Spire, and the national farm. Nedland will be the next recipient of the Bear.
3. Update on micronationalism guides: No updates were had.
4. Update from Statistics Secretary: Prototype questions for a statistical survey were released. A full survey is reportedly upcoming.
5. Survey project: The Mcarthian delegate was not present at this time.

7. Survey project: Upon the Mcarthian delegate’s arrival, he reported that a sample survey would be delivered next session to Quorum.
8: Loquntia membership application: Following the week’s passage between the previous session and this one, Loquntia had been a provisional member for two weeks. A full membership application vote was then had, which passed.

2. Update on Diplomabear:
The postal address of Nedland had yet to be received, so Diplomabear was not able to move on. Photographs of Diplomabear’s time in Uberstadt were to be uploaded.
3. Update on micronationalism guides: No updates were had.
4. Update from Statistics Secretary: The delegate was not present at this time.
5. Survey project: A sample survey was given to Quorum by the Mcarthian delegate. Reviews took place; it was felt that the survey would be particularly useful in gauging the political leanings of the community.
6. Discussion on the safeguarding of information: The MicroWiki site (mw.micronations.org, now defunct) went down the day before Quorum. A discussion was had on the subject of safeguarding GUM information in the future; the idea gained currency that a GUM Archivist could be responsible for backing up all important information, and a motion to create such a post passed successfully, with the Uberstadti delegate appointed to the post.

8. Any Other Business: The Mcarthian delegate announced he was going to be releasing an essay on a pressing issue to the GUM, without going into detail. The idea was also posed of holding an online summit for member nations, akin to a more structured 24-Hour Quorum.

A motion to grant the Kingdom of Jupiter provisional membership in the GUM was denied. A subsequent motion to grant them observer membership was also denied.
3. Update on Diplomabear: Uberstadt had reportedly issued Diplomabear to Nedland.
4. Update on micronationalism guides: No updates were had. It was directed that a workgroup be formed under the chairmanship of the delegate of Beacon City, and a motion to create such a workgroup passed successfully.

2. Edenopolis membership application:
A motion to grant the Free City-State of Edenopolis provisional membership in the GUM was passed, and the delegate of Beacon City changed delegations. The Beaconite delegation was subsequently taken over by another delegate.
3. Update on Diplomabear: The Diplomabear had passed from Uberstadt to Nedland successfully. A question on changing the rota to read “Edenopolis” instead of “Valdsland” was fielded.
4. Update on micronationalism guides: The Constitution guide is slated to reach completion in December.

2. Campinia, Danube membership applications:
Campinia’s application for provisional membership was approved. The Danube’s application for the same was rejected.
3. Request from Noveria to cease membership: Initiated as part of a new initiative by Chair Jonathan I, wherein all membership cessation is voted and motioned upon, not as an avenue by which nations can be prevented from leaving but as a recording measure. A motion to recognize the cessation of membership by Noveria passed.
4. Passing motions to record cessation of membership: A motion to formalize the above in statute. This motion passed successfully.
5. Update on Diplomabear: The Bear remains in Nedland. Noveria was removed from the rota at their request.
6. Update on micronationalism guides: A lack of uptake on the workgroup created previous Quorum session was reported. Discussion was had about the nature of the guide project, and whether a workgroup would be more efficient than an effective committee of the whole house.
7. Passing motions to establish workgroups: A selection of brief ideas for potential workgroups – such as for “Communities and Local Government”, led by a Secretary who helps to “build nations”, establish “guidelines”, and help to establish “things a nation needs”, citing economy as one example – was proposed. Concerns about increased bureaucracy were levied, and the proposing delegate requested that discussion be postponed to the next session.
8. Update from Statistics Secretary: The Secretary was not present at the time (though he subsequently stated that the survey he was generating would be postponed in light of the survey project).
9. Update on survey project: The full GUM survey was released to Quorum and a motion to publish it passed successfully.

2. Edenopolis membership application:
A motion to grant Edenopolis full membership of the GUM passed successfully.
3. Announcement r.e. Chairmanship elections: The period of time for filing for candidacy was set for the 4th of December through the 11th of December, with the campaign period set for the period between the 11th and 18th, with voting opening on the 18th and the winner taking office on the 25th.
4. Beacon City’s cessation of membership: A motion recognizing Beacon City’s cessation of membership of the GUM passed successfully.
5. Update on Diplomabear: Photographs of Diplomabear’s time in Nedland were reported to have been taken. It will be sent to Koss next.
6. Update on GUM news website: A lack of updating was a cause for concern. The Press Secretary suggested that the website would be updated as “best” as could be achieved.
7. Update on micronationalism guides: A lack of uptake on the workgroup was reported, and a motion repealing the motion creating the workgroup and abolishing the group itself was passed.
8. Survey project results: The results of the survey project were released. One key cause for concern was that only 28% of respondents said they approved of the work of the GUM, and that a high number of respondents were GUM delegates themselves. (55% said they were “unsure”, while 17% were directly opposed.) A key issue that was raised was that the GUM does not do enough to have an influence outside of the community in which it exists, and it was held by some that it should do more to interact with people outside micronationalism. With the 8th anniversary of the GUM approaching, the Chair suggested that reaching out to macronational news outlets might be an interesting idea.

10. Monovia request to be downgraded: A motion to downgrade Monovia’s membership of the GUM to observership was passed at their request.
11. Summit idea: An idea was floated that an online summit be held. The delegate endorsing the idea was advised to put together plans for the summit, and the Chair maintained that the next Chair of the organization be responsible for it.
12. Zenrax membership application: A request by Zenrax to have their membership upgraded to provisional was passed by motion.
