2. Membership applications (the Danube, Nedland, the Herbatrean Federation and Novapara):
Quorum voted to retain the Danube’s provisional membership on the GUM talk page.
Nedland’s application for full membership was rejected.
Discussion on Herbatrea’s membership was deferred to the next session for want of information.
Novapara’s application for observer membership was approved.
3. Peace Envoy appointments: Six applicants (HL Richard I (Mercia), Emperor Jonathan I (Austenasia), King Horatio Eden (Edenopolis), Emperor Stephen I & II (Abelden), President Twain (Wings) and Emperor Patrick I (Paravia)) applied for a position as a Peace Envoy subordinate to the Secretary of Conflict Resolution and Intermicronational Law. All six were approved by one motion.
4. Project updates: The President of Mcarthia updated Quorum on the SCRIL. A public consultation is presently underway; additionally, research into a potential intermicronational legal qualification is being done.
5. Complaint procedure: A motion:

that there shall be a procedure for the resolution of formal complaints to and regarding the GUM.
-The Chair is responsible in the first instance for the handling of formal complaints to the Grand Unified Micronational.
– Formal complaints must be clearly and unambiguously presented as such, and contain as full as possible descriptions of the matters from which the complaints arise.
–The Chair is obliged to inform the Vice-Chair, Supreme Judge, and Quorum every time he or she receives a formal complaint, unless they can be resolved immediately.
-There shall be no restrictions on who may submit a complaint.
-If complaints cannot be satisfactorily resolved by the Chair in a period of fourteen days, they shall be passed to Quorum for resolution.
–Quorum may take further action as they see fit.
-Anyone submitting a formal complaint may enjoy the following rights:
–The right to remain anonymous;
–The right to be free from prosecution as a result of submitting their complaint;
–The right to have their complaint dealt with in an appropriate manner as specified by statute;
–The right to be informed of the status of their complaint;
–The right to be provided with a full explanation by a senior officer of the organisation if it is not possible to resolve a complaint;
–The right to an effective remedy for a violation of these rights.

7. Skovaji membership: Concerns were raised about the continued membership of Skovaji; specifically the fact that their delegate has been beyond contact for three months. No vote or motion was taken.

2. Membership applications – Nemkhav Federation (full), Farrar Republic (full), Nossia (full), Sandus (observer): The Nemkhav Federation’s application was accepted. The Farrar Republic’s application was denied. Nossia’s application was denied. Sandus’ application was denied.
3. Secretary of Conflict Resolution and Intermicronational Law: Remotioned after original motion was vetoed by Supreme Justice and Chair for unconstitutionality. Includes the provisions of the Shorewellese delegate’s peace envoy plan. The new motion was confirmed as being constitutional and was passed by Quorum.
4. Succession of the chairmanship: A motion that “every Vice Chair shall remain in office after an election until the confirmation of their successor” was passed by Quorum. The Shorewellese delegate was reprimanded for falling out of order twice during the session.
5. Discussion on Quorum in the absence of Chair and Vice-Chair: It was brought up that on a number of occasions Quorums have been unable to take place in the absence of the Chair and Vice-Chair. Concerns were raised that holding a Quorum without either person would be unconstitutional; matter deferred for more long-term discussion.
6. Diplomabear update: The Ministry of Foreign Affairs of Nedland has confirmed that the bear has been sent to Koss. No tracking number has been received as yet, so Quorum cannot be updated on its progress.
7. Micronationalism guides: No updates were had in meeting; however, progress is reportedly being made. The guides will be released for Quorum review soon.
8. Update on Micronational Relations Diagram: No updates were had.
9. Update on the work of the Statistics Secretary: The statistical survey has now been up for five weeks. The Secretary intends to chase up nations who have yet to fill it out and then close the survey.
10. Questions to the Chair: A question on the country codes system was posed:
“The country codes section of the GUM is I feel in need of expansion. The forum thread ‘trigrams’ shows that a lot of nations wish to have a recognised trigram, but as of yet there is nobody to formalise these codes. Would the Chair accept the contributions of other delegates to the country codes section in order to expand it? Failing that, would he himself work to expand it?”
The statute authorising this project gave the Chair oversight over its update; however, other delegates are reportedly to be able to aid in its being updated.
11. National Reports: Abelden, Paravia, the Danube and Zealandia gave national reports this session.
12. Appointment of the Secretary of Conflict Resolution and Intermicronational Law: Kit McCarthy was confirmed as GUM Secretary of Conflict Resolution and Intermicronational Law at 21:42 UTC.
13. Appointment of SCRIL Peace Envoy: A vote was had on appointing Hafiz Sab Bilal Irfan as a peace envoy subordinate to the SCRIL. The vote initially passed, but having not been passed in a legal fashion, was void.
14. Amendment to SCRIL motion: Error in the SCRIL motion meant there was no legal provision for additional staff members. This was rectified by a successful Quorum vote amending the original motion.
15. Appointment of SCRIL Peace Envoy: It was maintained that since the vote for the SCRIL Peace Envoy had not taken place in motion form, it was void. The Chair concurred. A subsequent motion to appoint the Hafiz Sab Irfan as a Peace Envoy was defeated.
15a. Suspension of Shorewellese delegation: For continued violation of GUM decorum, the Shorewellese delegation was suspended from service of Quorum. They will not be allowed to attend the next session of Quorum.

Quorum approved Duaktoserija’s application.
3. Application by Kermadecia for provisional membership: Kermadecia requested an upgrade of their membership from observership to full membership, which was denied. The nation subsequently announced the cessation if its observership in the Grand Unified Micronational and the micronational community.
4. Proposal for the Secretariat of Conflict Resolution and Intermicronational Law: A Secretariat (or SCRIL as it is abbreviated) for the resolution of conflict within the micronational community and codification of international law was proposed and created by motion. It was subsequently held to be unconstitutional and was declared void by the Supreme Justice of the GUM.
5. Motion to defer: A discussion on a formal complaints structure for the GUM was deferred to the next session for want of time.
6. Motion to defer: A discussion on a proposed “GUM peacekeepers” body was deferred to the next session for want of time.

5. Update on Chair election: Three candidates nominated themselves: Horatio Eden of Edenopolis, Emperor Thomas of Zenrax, and King Adam of Uberstadt.

8. Antarctic micronationalism discussion: A discussion was had on whether the GUM should recognise micronational claims to Antarctica. No vote was taken.
9. AOB: A motion to allow the Secretary of International Development of Koss to investigate what time for Quorum would be most apt passed. An offer made by the Department of Culture, Media and Sports of Shorewell to analyse the different cultures of the various GUM states on the GUM’s behalf was rejected.

The Kingdom of Shorewell became the Shorewellese Empire. Solely a change of name, not a succession of membership. No debate had.
3. Update on Kingdom of Matai’s observership: The Kingdom of Matai had failed to update the Chair of the GUM that they wished to retain observership. They were divested of their observership by motion.
4. Membership applications: Farrar Republic and Legatia (provisional), Kermadecia (observer): Farrar’s application was rejected. Kermadecia’s application was approved. Legatia’s application was missed.
5. Nemkhavia inactivity: The Nemkhav Federation was demoted to provisional membership for continuing to be inactive within the GUM for a period of one hundred days.
6. Update on Chair election: King Adam I (Uberstadt) leading with six votes, followed by Mr. Eden (Edenopolis) with five and Emperor Thomas (Zenrax) with one.
7. Update on Diplomabear: The Diplomabear is yet to leave the possession of Delegate Greiner.

13. Address by the outgoing Chairman of the GUM: Chair Jonathan I gave a short address to the Quorum in an official capacity, this being the last session he would chair before the election on the 25th of December.

The nomination was rejected by Quorum.
3. Nomination of Emperor Thomas of Zenrax as Vice Chair of the Grand Unified Micronational: The nomination was confirmed by Quorum, and Emperor Thomas became Vice Chair of the GUM at 20:36 UTC.
4. Nomination of Jonathan I of Austenasia as GUM Archivist: The nomination was confirmed by Quorum, and Jonathan I became Archivist of the GUM at 20:39 UTC.
5. Cessation of observer membership by Monovia: Monovia’s cession of sovereignty to Nedland meant legally Monovia could no longer hold observer membership of the GUM. This was confirmed by motion.
6. Expulsion of Nemkhav Federation from the GUM: The Nemkhav Federation had its membership of the GUM revoked by Quorum for inactivity.
7. Membership applications: Farrar’s application for provisional membership was rejected. Its subsequent application for observership was approved.

Duaktoserija’s application for provisional membership was rejected. Its subsequent application for observership was also rejected.
Jupiter’s application for observership was approved.
Sabia and Verona’s application for observership was approved.
The Grand Principality of the Danube’s application for provisional membership was approved.
8. Micronational Relations Map:
A discussion was had on the Micronational Relations Map, formerly a project of the now defunct Nollandish Confederacy. The map lists the official and unofficial relations between various micronational states. A motion “that the Micronational Relations Diagram be adopted as an official project of the Grand Unified Micronational, and that it be managed by a committee of volunteer delegates” was passed by Quorum.
9. Micronationalism guides: The skeleton of the guide on Constitutions has nearly exited the drafting stage and will be made available for delegates to edit soon.
10. National Reports: Campinia, Wyvern and Austenasia gave National Reports this session.
11. AOB: A motion “that, should Quorum reject an application for provisional membership in pursuit of full membership, Quorum may then vote on whether observership should be offered to that nation, and if the motion is successful, observership may be offered to such nation and be granted immediately upon its consent” was passed.
A motion “that the Chair shall create an additional social chatroom for delegates and observers to the GUM. While civility shall be required, the rules on discussion topics and formality shall not apply” was rejected.
12. Nomination of Bradley of Dullahan as Supreme Justice of the Grand Unified Micronational: Following the resignation of Taeglan I Nihilus as Supreme Justice, Quorum confirmed the nomination of Bradley of Dullahan and he became Supreme Justice of the GUM at 22:19 UTC.
