Kingdom of Auvenum (Observer)
The delegate for Austenasia suggested that the precedent of the Chair being able to unilaterally reject applications unlikely to pass the Quorum of Delegates be revived, so as to reduce the amount of time the Quorum spends dealing with constant reapplicants. The Chair agreed and the delegate for Austenasia resolved to draft a motion to be tabled during Any Other Business.

Kingdom of Bepistan (Observer)
The Supreme Judge asked whether the application for Bepistan should be considered if it was considered to be a puppet state of Auvenum. The Chair responded that Bepistan appeared to be de-jure sovereign, and that as such it was entitled to make its own application.

Kingdom of Hrafnarfjall (Full)

The Kingdom of Hrafnarfjall was upgraded from an observer state to a provisional member state of the Grand Unified Micronational.

Aspen Empire (Full)
The Quorum divided:

The application was rejected. The Chair stated that, following the precedent set by the case of the Commonwealth of Essexia, he would contact the Aspen Empire in order to seek assurances regarding potential breaches of the Wrythe Convention before any potential reapplication.

Empire of Houlameir (Full)

The application was rejected.

Motion for expulsion: Empire of Paravia
The Chair moved to suspend the Empire of Paravia, pending a vote on expulsion, on the grounds of inactivity. The Quorum divided:

The Empire of Paravia was downgraded to a provisional member state.

Nomination of the Associate Justice
The Chair informed the Quorum that the Supreme Judge had nominated His Grace Bradley, Duke of Dullahan, delegate for Wyvern, as an Associate Justice. The Quorum divided:

Bradley, Duke of Dullahan was duly confirmed as an Associate Justice of the Grand Unified Micronational.

Constitutional amendment: Supreme Court
Associate Justice Bradley of Dullahan proposed a constitutional amendment to reform the Supreme Court. The Supreme Judge and Associate Justice Jonathan Augustus requested that the Supreme Court be given chance to review the amendment to ensure that it is legally watertight. Associate Justice Bradley of Dullahan agreed, and the Chair gave the undertaking his backing. This business was deferred until the next session.

Motion: Executive Proclamations
The Chair proposed to introduce a motion which would allow the Chair to make certain Executive Proclamations with regards to the cessation of membership of member states. The Quorum divided:

The motion was carried.

Motion: Outreach and Events Officers
The Chair deferred this business to the next session so as to allow more time to talk to potential candidates for these positions.

Questions to the Chair
The delegate for Essexia asked whether the Quorum had a system for proxy voting. The Chair responded that proxy voting was unnecessary as delegates were able to vote in advance. The Chair further stated that he intended to begin publishing the Quorum agenda earlier so as to allow delegations more time to vote in advance if they wished.

The delegate for New Westphalia asked whether there were any updates regarding the Birmingham Summit. The Chair responded that, due to the fact that some delegates were still in exams around the 15th of June, and the scheduled marriage of Emperor Mother Jayne of Adammia on the 22nd of June, the Summit would likely take place on the 29th of June, although this is not yet fully confirmed.

The delegate for Essexia asked whether those under the age of 18 were permitted to attend the Birmingham summit. The Chair stated that they were, provided that they did not drink underage or do anything else for which the organisation might be liable.

Any Other Business
The Chair proposed a motion behalf of the delegate for Austenasia to allow the Chair to dismiss membership applications which were highly unlikely to pass, with the provision that delegates could request votes on any such dismissed applications. The Supreme Judge gave his opinion that it should be more difficult for delegates to request votes under such circumstances, and suggested a fixed proportion of delegations which would have to request a vote before a vote would go ahead. The Chair suggested that such requests should merely have to be seconded by another delegate. The Supreme Judge agreed and the motion was amended accordingly. The Quorum divided:

Executive proclamation – Empire of New Providence
The Chair recognised the dissolution of the Empire of New Providence and the cessation of its full membership.
Objections should be raised before the next session.

The delegate for Wyvern suggested that the Chair should publish all of their executive actions for each month in a numbered document. The Chair stated that all executive actions are laid before the Quorum in the form of Executive Proclamations, executive dismissals of membership applications, and executive reports on projects, and that furthermore all of these were published on the GUM News blog in the minutes, and that having to record such actions in another location would unnecessarily impinge on the Chair’s limited time. The delegate for Wyvern agreed and withdrew his request.

Next Quorum
The next Quorum will likely take place on Sunday the 10th of February, at the usual time (21:00 UTC).

The Quorum was adjourned at 23:19 UTC.
