Full membership was rejected. The Chair moved to expel Baustralia from the organisation. The Quorum divided:

The motion was rejected. Baustralia will remain a provisional member for a further two weeks.

Membership applications
The Chair announced that he had dismissed applications from Marliaden on the grounds that it appeared to have dissolved since applying, Empire Huai Siao and Magnificat on the grounds that they appeared to have poor English skills, Vylens and Tingleton on the grounds of their lack of a website or MicroWiki article, and Henristan, the Somcowian Federation, Connaught and Dingustanbul on account of their poor level of development. There were no objections to these dismissals.

Motion on the future of the GUM lobby
The delegate for Posaf, who had responsibility for drafting the rules of the public lobby, was not present, so the motion was skipped.

Executive proclamations
Egan and the Republic of Polanda
The Chair recognised the cessation of observership of Egan and the Republic of Polanda due to the expiry of their respective observership periods.
Objections should be raised before the next session.

Questions to the Chair
The delegate for New Westphalia asked whether any efforts were underway to attract publicity for the Birmingham Summit and offered his design skills. The Chair stated that the Facebook event for the Summit would be going live as soon as the venue booking was confirmed; he further stated that the University of Birmingham had not yet responded to his enquiry, that he would soon be making a fresh enquiry about booking the Senate Chamber, and that there were fallback options in case it was impossible to do so. The delegate for New Westphalia asked what these fallback options were. The Chair responded that it would be possible to book the Guild of Students, but that this would necessitate holding the summit on a weekday rather than a weekend, which was less ideal, and that he was also willing to investigate potential venues throughout the city of Birmingham.

The delegate for New Westphalia asked whether the next Quorum session could be held around the same time in May rather than in June. The Chair responded that there would have to be a session in May anyway, as the requirement is for one session per calendar month. The delegate for New Westphalia asked if there was any fallback in case both the Chair and Vice-Chair were unavailable to chair the Quorum in a given month. The Chair responded that the Chair and Vice-Chair were the only people with the constitutional authority to chair the Quorum, and that there had previously been a tertiary Speaker role, which was later abolished; the Vice-Chair confirmed that he had been the first and last Speaker. The Chair further suggested that if a Chair and Vice-Chair were unable to chair the Quorum on any weekend in a given month, they should reconsider their positions on the grounds that they must not have enough time to perform their duties.

The Vice-Chair asked which GUM member states would be attending MicroCon 2019, and whether an in-person Quorum was possible. The Chair stated that to his knowledge, only Jupiter and Iustus were attending MicroCon from the GUM. The Chair further stated that one way to hold an in-person Quorum would be to temporarily appoint MicroCon attendees as delegates for other GUM member states, which was done at the last in-person Quorum at Polination 2012, but that this would require sorting out citizenship, as all delegates must be a citizen of the state they represent.

There was no other business.

The Chair stated that the next session of Quorum would likely take place on Sunday the 19th of May at 20:00 UTC.
