Motion: The Edgbaston Convention
The Chair presented the treaty he proposed to sign on behalf of the organisation at the upcoming Birmingham summit. Concerns were raised regarding territories where a majority of residents are not citizens, but may be family members of said citizens. Concerns were also raised regarding territorial claims which were once acceptable but had since become improper due to subsequent macronational developments. The Convention was amended to include exemptions for these scenarios. The Chair motioned that the Quorum authorise him to sign the proposed Edgbaston Convention at the Birmingham Summit on the 28th of June on behalf of the Grand Unified Micronational. The Quorum divided:

Motion: Terms of the Justices
The Chair motioned that the terms of the Supreme Judge and the Associate Justices shall end on the date of the next session of the Quorum of Delegates, at which a new Supreme Judge and Associate Justices shall be appointed, beginning full six-month terms. The Quorum divided:

The motion was carried.

Questions to the Chair
The delegate for Slavistonia asked when voting for Chair would end. The Chair stated that voting would end at midnight UTC on the 1st of July.

The delagate for Gradonia asked how many representatives were expected to attend the Birmingham Summit on the 28th. The Chair replied that he was expecting representatives from Adammia, Austenasia, New Westphalia, Lundenwic, Essexia and Westarctica.

The delegate for Posaf asked whether there could be a video chat or video message for delegates who were unable to attend the Birmingham Summit. The Chair stated that a video chat would be unfeasible due to technical reasons, but that delegates were welcome to submit videos to be played at the summit.

The delegate for Slavistonia asked whether the Birmingham Summit would be recorded. The Chair stated that some of the summit would be recorded, but not all of it, due to limited battery life.

The delegate for Aspen asked whether any press would be present at the summit. The Chair stated that this was unlikely, as it was the academic holidays, so the student press would have gone home.

Any Other Business
The delegate for Slavistonia stated that a referendum would be taking place within Slavistonia on GUM membership, and that a debate would be taking place in the Slavistonian Discord server the following day on the matter.

Closing speech from the Chair
Rather than announcing the date of the next session of the Quorum, which he stated was for his successor to decide, the Chair issued the following statement:
“Before I adjourn my final Quorum, I just want to say that I am very proud of how far this organisation has come over the past year. When I took office a year ago, the organisation was dying. The organisation now has more members than at any other point in its history and has become relevant in the micronational community again. So thank you all for the past two terms. I look forward to supporting my successor, whoever it may be, and I hope that the GUM will continue to grow and prosper.”

The delegates for New Westphalia, New Eiffel, Slavistonia, Essexia, Wyvern, Iustus and Millania & New Granada offered positive remarks in response to the statement.

Motion: Appointment of a permanent technical administrator
There was a lengthy debate on the merits of a technical administrator position and how it should be held accountable. The delegate for Wyvern and others argued that it constituted a normal civil service position and was necessary in order to ensure a smooth transition between Chairs and their staffs. The delegate for Posaf, the delegate for Aariania and others suggested various alternative handover methods. Concern was also raised that the position should not be overtly public so as to not glorify the officeholder.

The Chair moved the motion, as follows:
1. The position of a Technical Administrator shall be created, which shall have the responsibility of
a) Assisting the Chair with the management of roles on the GUM Discord server;
b) Maintaining access to the GUM’s official online accounts, and providing access to the said accounts to the Chair and any other members of the Staff who require them.
2. The Technical Administrator shall be subservient to the Chair, and shall not make any moderating decisions or publish any material on behalf of the organisation unless instructed to do so by the Chair.
3. The Quorum of Delegates shall hold a vote of confidence in the Technical Administrator once per year; if the said motion fails, the Technical Administrator shall be removed from office immediately.
4. Emperor Adam I of Adammia is appointed as the Technical Administrator, with a term commencing on the 1st of July.

Election update
The Chair reminded delegates that nominations for the Chair election would close on the 17th and that voting would commence on the 24th.

Executive proclamations
Vryland and Transterra
The Chair recognised the dissolution of the Kingdom of Vryland and the Federated States of Transterra, and the cessation of their provisional and full memberships respectively.

Sandus and Seybold
The Chair recognised the cessation of observership of the State of Sandus and the Democratic Republic of Seybold due to the expiry of their respective observership periods.

Objections should be raised before the next session.

Questions to the Chair
The delegate for Millania and New Granada proposed appointing a new Press Secretary. The Chair responded that it would be better for his successor to make such an appointment after the election.

The delegate for Aariania proposed using the bot used on the MicroWiki Discord server. The Chair asked to discuss the matter in private.

The delegate for New Westphalia expressed concerns that planning for the Birmingham Summit appeared to be at a standstill. The Chair explained that he had been busy with academic commitments and that he would soon be creating a group chat of all the attendees in order to plan an agenda for the day.

The delegate for Wyvern asked whether the Chair and his staff would be preparing transfer documents for their successors. The Chair responded that he would prepare something if he had time, and added that his staff likely had little, if any, documentation to hand over.

The delegate for Aariania asked about Diplomabear. The Chair responded that he would be sent on to Iustus imminently.

The delegate for Iustus asked about the timing of the Chair election debates. The Chair stated that he would only be able to chair a debate after voting had opened, and suggested that the Vice-Chair should host a debate instead; the Supreme Judge was ruled out as he had already endorsed a candidate.

The delegate for Posaf asked whether nominations for Vice-Chair were part of the imminent Chair nomination deadline. The Chair responded that Vice-Chairs were nominated separately at the Quorum after the election.

Any Other Business
The delegate for Posaf raised the matter of Juclandia and Sabia & Verona, which were still GUM members, but had not made the transition from Skype to Discord. The Chair suggested that they should be expelled if they do not vote in the imminent Chair election.

Next Quorum
The Chair stated his intention to call another Quorum before the 28th in order to seek approval to sign an agreement on improper land claims, and stated that more detail would be given later.
