Fixed terms of the Associate Justices

Members expressed the need for clarity surrounding Associate Justices being assigned part way through the Sumpreme Justices term. The Chair issued a motion to make the Associate Justices terms match the Supreme Justice’s.

The Chair moves that the six month terms of Associate Justices as defined in the Charter are linked to the term of the Supreme Judge. A newly confirmed Supreme Judge must nominate new Associate Justices. The sitting Associate Justices remain in office as acting-Associate Justices for a maximum period of a month or untill the Supreme Judge can nominate new Associate Justices.

Nomination of an Associate Justice

The Supreme Justice announced his nomination for Associate Justice with the approval of the Chair.

The Supreme Justice motions that Quorum confirm Lord Matthew of Essexia as an Associate Justice of the Grand Unified Micronational, effective immediately.

Motion passes: 11 support, 0 oppose and 0 abstain.

Powers of the Chair – The Chair’s right to dismiss staff

The Chair wishes to be given the power to suspend staff before motioning for their dismissal at Quorum. A motion could not be agreed on last Quorum but after some discussion, the Quorum was able to come to a concensus.

The Chair moves that the Chairman can, with the consent of the Vice-Chairman, suspend Secretaries from their post for misconduct, unprofessional behavior, breaching the Charter, inactivity and other acts or behaviors that go against the convention of normal functioning of a secretary. A suspension may last up to two weeks. The Quorum of Delegates shall review the suspension within two weeks of that suspension taking place and vote on wether the Secretary retains his office or is removed from it. A petition of five delegates (who are not a suspended Secretary themselves) can oblige the Chair to organize a special Quorum within 5 days to discuss the suspension.

GUM Ambassador nomination

The Chair wishes for the Quorum to accept the Secretary for Diplomacy and Recruitment nomination’s for Ambassador.

The Secretary of Diplomacy and Recruitment wishes to nominate Lord Lewis of Lundenwic for the role of GUM Ambassador.

Questions to the Chair

The delegate from Plushunia inquired as to how the negotiations between Wyvern and Sandus have been progressing. The Chair admitted that the State of Sandus has repeatedly denied requests for the GUM to play a mediation role in the negotiations. However, the Supreme Justice is currently mediating between the two nations as a neutral third party.

Executive Proclamation from the Chair on the membership of Ammissopia

The Chair affirms that Ammissopia ceased to exist the 25th of August 2019 and thus is no longer a member of the Grand Unified Micronational as of that date.

Banning of Tony von Sweigart

Members expressed the wish to ban the aforementioned person from repeatedly making applications to join the GUM or serving as a delegation.

The Chair motions that Tony von Sweigart be forbidden from serving as a delegate for any nation in the Grand Unified Micronational for a period of one year, and that applications for membership or observer status made by Mr von Sweigart may be dismissed by the Chairman during this period without the otherwise required notifying of the Quorum.

Nomination of the Supreme Justice

The Chair issued a statement of regret that Mr. Eden would stepping down from the Supreme Justice role and the loss of Amissopia from the GUM altogether. The Chair announced his intention to nominate Shiro of Zenrax as the new Supreme Justice.

The Chair moves to confirm the nomination of Shiro of Zenrax as Supreme Justice of the Supreme Court of the Grand Unified Micronational and to honourably dismiss Horatio Eden as Supreme Justice and thank him for his contribution to this organisation.

Ad-interim Secretary for Public Relations and Press

The Chair announced that the current Secretary for Public Relations and Press has been having trouble with his internet connection meaning he is temporarily unable to fulfil his duties. The Chair wishes to appoint Lord Lewis of Lundenwic as an ad-interim Secretary for Public Relations and Press for four weeks or until the situation is resolved.

The Chair moves that Lord Lewis of Lundenwic is named ad-interim Secretary for Public Relations and Press for the duration of four weeks starting the 25th of august 2019.

Powers of the Chair – Ad-interim secretaries

The Chair wishes to be granted the power to appoint ad-interim secretaries for a month should he need to. Quorum would be notified of any such appointment and they have the right to reverse the decision of the Chair should they see fit. The Essexian delegation wishes that it be known that they vehemently opposed this motion.

The Chair moves that the Chairman of the Grand Unified Micronational can appoint a ad-interim Secretary for the duration of four weeks to replace an incapacitated Secretary. The Chairman must report this to Quorum who may undo this by two delegates objecting to the appointment, in which case a vote shall be held whether or not to accept the appointment.

The Chair wishes to be given the power to suspend staff before motioning for their dismissal at Quorum. After several attempts to amend the motion and find a compromise within Quorum the motion was withdrawn.

Fixed terms of the Secretaries

The Chair wishes for the secretaries to serve fixed terms the same as the Chair and Vice-Chair.

The Chair motions that the term of a secretary is set at six months equal to the Chairman and ends after the election of a new Chairman. Until new secretaries are confirmed or the current secretaries are reconfirmed the sitting secretaries shall continue their position as demissionary secretaries for the duration of one month, after that the function becomes vacant.

Ambassadors

The Chair wishes for Ambassadors to be established to serve under the Secretary for Diplomacy and Recruitment. The ambassadors would help the work of the GUM Outreach Project.

The Chair motions that the position of Ambassador is created within the Secretariat of Diplomacy and Recruitment. The Ambassador shall not be part of the regular staff and shall serve under the Secretary for Diplomacy and Recruitment. The ambassadors shall be nominated by the Secretary for Diplomacy and Recruitment, with the approval of the Chairman and confirmed by Quorum for a term fixed to the election cycle of the Chairmanship.

Mediation between the Kingdom of Wyvern and the State of Sandus

The Chair wishes to get the consent of Quorum for the mediation of the Kingdom of Wyvern and the State of Sandus conflict. Members voiced the opinion that a motion was not needed for the mediation to commence.

Creation of Events Chamber

The Secretary for Events requested a special chamber be created for discussions on events, summits and meets.

The Chairs motions that an Events channel is made for the discussion and the planning of events, meet-ups and summits.

The Vice-Chairman asks if there is any update on Diplomabear from the current host, Iustus. This is not the case. The Vice-Chairman notes that the wiki article needs to be updated. His Royal Majesty the Emperor of Iustus said he would update the wiki article.

GUM Summit

The Events Secretary Mr. Morris gets the floor and announces that he is looking into a possible location for a summit in Ohio, USA. He asked if American members had any ideas what would be the best location. The secretary also announces he will be holding a small meeting in Manchester next month, the date is the 25th and 26th of september. 

Cincinati or Toledo are mentioned as possible locations for an American summit. Another delegate believes that later on regional summits should be held in America, like the American North-East. Montescano announced that itself, Wyvern and Mahuset will be holdign a meeting the 7th of september in the Leiden, the Netherlands.

The Vice-Chair adjourned the Quorum and announced the 25th of August as the next date for the Quorum of Delegates, to be chaired by the Chairman.

One delegate objected the rejection of the Free Republic of Verdis by the Chairman. the delegate in question questioned if the application was fake and questioned the government of Verdis. After confirming that it was a fake application the objection was withdrawn. The Quorum did not second the objection and thus the Quorum agreed with the decision of the Chairman.

Supreme Court nominations

The Supreme Justice of the Supreme Court of the Grand Unified Micronational nominates Mr. Shiro from Zenrax and King Thomas I of Hrafnarfjall for the positions of Associate Justices of the Supreme Court. The Chairman states that he as Chairman in accordance with the Charter of the Grand Unified Micronational supports these nominees for nomination.

The Supreme Justice moves that Shiro of Zenrax be appointed an Associate Justice of the Supreme Court of the Grand Unified Micronational

The Supreme Justice moves that King Thomas I of Hrafnarfjall be appointed an Associate Justice of the Supreme Court of the Grand Unified Micronational

Questions to the Chairman

  • A question was put to the Chair regarding the rota of Diplomabear and if it could be updated. The Chairman responded that he agreed that it should be updated and that the Staff and him would look into it and that it will be discussed at the next Quorum of Delegates.
  • A question was put to the Chair if the Greater Community Project (GCP) was discussed at Quorum. The Chairman said that it wasn’t the case as the delegation who wished to discuss it wasn’t present. The Chair said that he believes in bringing all kinds of micronationalists from all kinds of communities together. He is also committed to use the GUM as a bridge or asa mediator in bringing together communities or merging them. But the Chair does not believe the GCP is the best way to do this. The Chair will write a proposal for a new project to be written by the Staff and to be tabled at a later Quorum of Delegates.

Other Business

  • Quebec’s membership was discussed. Due to a planned annexation by Baustralia taking place its membership would end as the nation would not exist anymore. A motion was tabled that recognised that the membership of Quebec would ceased upon their annexation by Baustralia. The motion passes with 12 votes support, 0 oppose and 0 abstain. The Supreme Justice vetoes the motion because it was found out the annexation was not carried out.
  • A delegate proposed that the GUM should issue some kind of decree creating the concept of creator rights. The Supreme Justice questions the legality of such a decree. The Chairman said he would not support such a move unless the Supreme Justice approves of it. The Chairman proposes that the delegation writes a proposal to submit it to the next Quorum. 

The Chairman adjourns the Quorum of Delegates and announces that the next Quorum of Delegates will take place on sunday 28 July 2019 at 18:00 UTC.
