“That the Chair shall quarterly solicit from the GUM’s members and observers media showcasing each nation’s cultural activities and achievements, including art, literature, science, construction, and events; that the Chair shall publish these submissions on the organization’s WordPress site to showcase the members’ accomplishments and thereby encourage nation-building; and that these quarterly undertakings shall be known as the Grand Unified Micronational International Exhibitions.”

The motion was approved by Quorum.
7: Update on Micronationalism Guides: All authors of micronationalism guides were obliged by Quorum motion to publish for GUM editing links to their guides. Additionally, a motion “that the writing of Micronationalism Guides to be published by the organization be permitted not only on political topics, but on any matter of general interest to the leaders of micronations.”
8: Update on Diplomabear: No update was had.
9: Update on the Micronational Relations Diagram: The survey for the Micronational Relations Diagram will be re-published.
10: Questions to the Chair: A question regarding a potential GUM currency was asked. The Chair rejected the idea of a unified GUM currency, citing the fact that a symbolic currency would have no function. An additional question regarding the potential for a debate on the GUMSC was heard; it was felt that such a debate would be better heard in the audience of the Supreme Justice.
11: National Reports: Austenasia, Koss, Shorewell, Esse, Breckland and Uberstadt gave National Reports at this session.
12: AOB: The Sultan of Shorewell requested to be confirmed by Quorum as a GUM Peace Envoy. The motion was rejected. An additional motion was suggested, though not voted on, giving the Press Secretary authority to hold press conferences. Questions over whether the motion was legally necessary were heard.

6: GUMSC Associate Justices Motion: A motion:

That two Associate Justices shall be nominated by the Chair and approved by Quorum to have a permanent position on the Supreme Court, as well as to fulfill the functions mandated by Article III, chapter VI.m of the Charter. The Associate Justices must be delegates of a full member state and may not be either the Chair or Vice-Chair; they will be subject to the same provisions of office as the Supreme Justice.

7: Additional GUMSC Motion: A motion “that cases brought to the Supreme Court may be heard by any of the three Justices, or the Supreme Judge may order that a case be heard in front of all three Justices, but the Associate Justices have no power to veto legislation on their own accord” was passed by Quorum.
8: GUMSC Appeals Motion: A motion “that decisions of the Supreme Court, including judicial vetoes, or lack thereof, may be appealed through the filing of a petition for review to the court. The court, by majority vote of the three Justices, shall decide whether to hear said appeal, and if so the final decision shall be made by a majority verdict of the three Justices. The court shall additionally be obliged to hear appeals by order of the Supreme Justice or Chair.” was passed by Quorum.

3. Peace Envoy appointments: Six applicants (HL Richard I (Mercia), Emperor Jonathan I (Austenasia), King Horatio Eden (Edenopolis), Emperor Stephen I & II (Abelden), President Twain (Wings) and Emperor Patrick I (Paravia)) applied for a position as a Peace Envoy subordinate to the Secretary of Conflict Resolution and Intermicronational Law. All six were approved by one motion.
4. Project updates: The President of Mcarthia updated Quorum on the SCRIL. A public consultation is presently underway; additionally, research into a potential intermicronational legal qualification is being done.
5. Complaint procedure: A motion:

that there shall be a procedure for the resolution of formal complaints to and regarding the GUM.
-The Chair is responsible in the first instance for the handling of formal complaints to the Grand Unified Micronational.
– Formal complaints must be clearly and unambiguously presented as such, and contain as full as possible descriptions of the matters from which the complaints arise.
–The Chair is obliged to inform the Vice-Chair, Supreme Judge, and Quorum every time he or she receives a formal complaint, unless they can be resolved immediately.
-There shall be no restrictions on who may submit a complaint.
-If complaints cannot be satisfactorily resolved by the Chair in a period of fourteen days, they shall be passed to Quorum for resolution.
–Quorum may take further action as they see fit.
-Anyone submitting a formal complaint may enjoy the following rights:
–The right to remain anonymous;
–The right to be free from prosecution as a result of submitting their complaint;
–The right to have their complaint dealt with in an appropriate manner as specified by statute;
–The right to be informed of the status of their complaint;
–The right to be provided with a full explanation by a senior officer of the organisation if it is not possible to resolve a complaint;
–The right to an effective remedy for a violation of these rights.

3. Secretary of Conflict Resolution and Intermicronational Law: Remotioned after original motion was vetoed by Supreme Justice and Chair for unconstitutionality. Includes the provisions of the Shorewellese delegate’s peace envoy plan. The new motion was confirmed as being constitutional and was passed by Quorum.
4. Succession of the chairmanship: A motion that “every Vice Chair shall remain in office after an election until the confirmation of their successor” was passed by Quorum. The Shorewellese delegate was reprimanded for falling out of order twice during the session.
5. Discussion on Quorum in the absence of Chair and Vice-Chair: It was brought up that on a number of occasions Quorums have been unable to take place in the absence of the Chair and Vice-Chair. Concerns were raised that holding a Quorum without either person would be unconstitutional; matter deferred for more long-term discussion.
6. Diplomabear update: The Ministry of Foreign Affairs of Nedland has confirmed that the bear has been sent to Koss. No tracking number has been received as yet, so Quorum cannot be updated on its progress.
7. Micronationalism guides: No updates were had in meeting; however, progress is reportedly being made. The guides will be released for Quorum review soon.
8. Update on Micronational Relations Diagram: No updates were had.
9. Update on the work of the Statistics Secretary: The statistical survey has now been up for five weeks. The Secretary intends to chase up nations who have yet to fill it out and then close the survey.
10. Questions to the Chair: A question on the country codes system was posed:
“The country codes section of the GUM is I feel in need of expansion. The forum thread ‘trigrams’ shows that a lot of nations wish to have a recognised trigram, but as of yet there is nobody to formalise these codes. Would the Chair accept the contributions of other delegates to the country codes section in order to expand it? Failing that, would he himself work to expand it?”
The statute authorising this project gave the Chair oversight over its update; however, other delegates are reportedly to be able to aid in its being updated.

12. Appointment of the Secretary of Conflict Resolution and Intermicronational Law: Kit McCarthy was confirmed as GUM Secretary of Conflict Resolution and Intermicronational Law at 21:42 UTC.
13. Appointment of SCRIL Peace Envoy: A vote was had on appointing Hafiz Sab Bilal Irfan as a peace envoy subordinate to the SCRIL. The vote initially passed, but having not been passed in a legal fashion, was void.
14. Amendment to SCRIL motion: Error in the SCRIL motion meant there was no legal provision for additional staff members. This was rectified by a successful Quorum vote amending the original motion.
15. Appointment of SCRIL Peace Envoy: It was maintained that since the vote for the SCRIL Peace Envoy had not taken place in motion form, it was void. The Chair concurred. A subsequent motion to appoint the Hafiz Sab Irfan as a Peace Envoy was defeated.
15a. Suspension of Shorewellese delegation: For continued violation of GUM decorum, the Shorewellese delegation was suspended from service of Quorum. They will not be allowed to attend the next session of Quorum.

Proposal for the Secretariat of Conflict Resolution and Intermicronational Law: A Secretariat (or SCRIL as it is abbreviated) for the resolution of conflict within the micronational community and codification of international law was proposed and created by motion. It was subsequently held to be unconstitutional and was declared void by the Supreme Justice of the GUM.
5. Motion to defer: A discussion on a formal complaints structure for the GUM was deferred to the next session for want of time.

A discussion was had on the Micronational Relations Map, formerly a project of the now defunct Nollandish Confederacy. The map lists the official and unofficial relations between various micronational states. A motion “that the Micronational Relations Diagram be adopted as an official project of the Grand Unified Micronational, and that it be managed by a committee of volunteer delegates” was passed by Quorum.
9. Micronationalism guides: The skeleton of the guide on Constitutions has nearly exited the drafting stage and will be made available for delegates to edit soon.

11. AOB: A motion “that, should Quorum reject an application for provisional membership in pursuit of full membership, Quorum may then vote on whether observership should be offered to that nation, and if the motion is successful, observership may be offered to such nation and be granted immediately upon its consent” was passed.
A motion “that the Chair shall create an additional social chatroom for delegates and observers to the GUM. While civility shall be required, the rules on discussion topics and formality shall not apply” was rejected.
12. Nomination of Bradley of Dullahan as Supreme Justice of the Grand Unified Micronational: Following the resignation of Taeglan I Nihilus as Supreme Justice, Quorum confirmed the nomination of Bradley of Dullahan and he became Supreme Justice of the GUM at 22:19 UTC.

Loquntia had not been a provisional member of the GUM for two weeks before attaining full membership, against the Charter. A ruling of the Supreme Justice concurred that “quorum was mistaken on allowing them in off the bat as full members, and that that vote should be considered to represent an admission as provisional members, pending their approval or otherwise as full members at the next quorum session”. A motion annulling their full membership and announcing that a subsequent vote would be held next session was moved and passed.
3. Shorewell membership application: Motion was passed, Shorewell became a provisional member of the organization.
4. Motion to suspend Mcarthia for 14 days: It was maintained that Mcarthia had failed to advise the Quorum of Delegates as to the continuation of their existence for a period of forty-five days, and as a result being in breach of the Charter. It was moved that Mcarthia be suspended for fourteen days as a result, a motion that subsequently failed.
5. Update on Diplomabear rota: Leylandiistan and Gurvata’s dissolution removed them from the rota. It was stated it would pass from Wyvern to Valdsland directly instead of through the former country.
6. Update on micronationalism guides: The word count for the legislation micronationalism guide was increased to 3980 words.
7. Membership certificates: It was regretted that little enthusiasm for the idea existed. Members were advised they were able to design certificates if they so wished and such designs could be considered by Quorum at a later time.
8. Ideas for further projects: It was suggested that a survey type system for determining opinion polls related to the GUM might be a pertinent idea. Further discussion was to take place at a later time.

3. Update on Diplomabear: Diplomabear arrived in the Uberstadti consulate in Bellingham, Washington on the 23rd of September. The tour continues, though there was concern over how long the bear was allowed to stay in any one place. It was generally held that a week would be insufficient time to take the bear on tour, and a motion to enable nations to retain Diplomabear for longer and to give the Chair the authority to make amendment to the Diplomabear rota was passed.
4. Update on Micronationalism Guides: The situation remains as it was at previous session of Quorum.
5. Update on the work of the Statistics Secretary: The first batch of national statistics will be published shortly.
6. National Reports: Abelden, Uberstadt, and the Empire of Austenasia gave reports to Quorum.
7. AOB: The Republic of Vaarstead’s observer membership expires on the 3rd of October, 2016. A suggestion that certificates of membership in .pdf format be given to all members was floated, but no action was taken.

2. Update on Diplomabear:
The King of Uberstadt was not present to update the Quorum on the subject of Diplomabear, but Quorum has been prior informed of the receipt of Diplomabear by the government of Uberstadt.
3. Update on Micronationalism Guides: The King of Uberstadt was not present to update Quorum as far as the constitution guide currently under production. The Chief Minister of Beacon City advised Quorum as to the progress of the legislation guide currently being produced by him.
4. Work of the Statistics Secretary: The Statistics Secretary was not present.
5. Workgroups: A debate was had on the subject of “workgroups”, in response to a discussion regarding the revival of the GUM Security Council. It was suggested that workgroups, small groups focused on specific aspects of GUM policy and directly accountable to Quorum, be established. A motion will be brought next session.
6. National Reports: The Abeldane Empire, the Empire of Paravia, Breckland, Zealandia (report provided by the Vice-Chair) and Koss gave reports this Quorum.
7. AOB: In response to an apparent request, the Media Secretary advised Quorum as to the analytics of the GUM News website.
Subsequently, a motion was brought that “the GUM hold one Quorum once a month in a time that is both conducive to the AEST/AEDT timezones and the BST/GMT timezones to facilitate more potential participation from micronations in the Australasian and south East Asia regions”. Rejected by Quorum on grounds of logistical concerns and lack of demand.
Subsequently, a suggestion that votes in Quorum be given separately – i.e., that delegations voting “Support” all vote at once, followed by “Oppose”, and so on – was brought, but withdrawn amid concerns that it would be a waste of time.
8. Final points: Quorum was closed. No date was set for the next session.

1. Introduction
2. Motion to accept the Kingdom of Shorewell as an observer member: Concerns were such that it was felt a motion to accept them as a full member would not pass. As such, the motion put by the Chair was “that the Kingdom of Shorewell be admitted as an observer of the Grand Unified Micronational”. Despite concerns being maintained, Shorewell was finally successful in attaining observer membership.
3. Update on Diplomabear: Diplomabear has been issued, but receipt of Diplomabear in Uberstadt has not yet been confirmed.
4. Debate regarding resignations of Chairs and Vice Chairs, as well as the rights of provisional members: Amendments to the Charter were proposed by the Chair that would:
a) Give the Chair and Vice Chair the ability to resign. If the Chair resigns, the Vice Chair becomes Acting Chair until a new Chair is elected;
b) Prevent provisional members from voting on motions in Quorum, but otherwise entitle them to take part in all other deliberative functions of Quorum.
A motion to create a vote for the measures to be implemented was passed by Quorum, and the vote is currently taking place.
