The Chair issued Executive Proclamations recognising that the observership period of the Greater Klitzibürg Empire had expired and that it was no longer an observer, and that the Union of Nova-Occitania was taken to have renounced the Charter and was no longer a member state.

The Secretary of Diplomacy and Recruitment announced that the Sister Cities project was officially up and running again, having been put on hold following the passing of the delegate for Posaf, and explained how member states could take part. The Chair encouraged member states to take part. The Chair, along with the delegates for Adammia, the Serene Beaconite Republic, Swivia, New Rizalia, New Virginia and Paravia, expressed condolences to the delegate for Misberia with respect to the passing of Maria Birch.

The Supreme Judge asked whether the Chair and the Micronational Development Secretary would implement PR021 (Development Awards). The Micronational Development Secretary stated that they intended to go ahead with the awards around Christmas, and that an award would be named after the late delegate for Posaf.

There was a debate on abolishing the six month term limits applied to secretaries. The delegates for Iustus, New Virginia and Uber-Esse advocated for the proposal. The delegate for Adammia suggested having term limits for the Micronational Development and Diplomacy & Recruitment Secretaries, but not for the Press and Events Secretaries. The delegate for Theodia suggested that if there are term limits, they should be evenly off-set from the term of the Chair, so that the entire executive is not changed at once. It was noted that Diplomabear is still in the Kingdom of Jupiter, and that the former nations of Aariania and San Dover were near to Jupiter in the North Carolina sector, and therefore might be able to contact the delegate for Jupiter. It was also noted that nobody had an address for Jupiter, as the bear had been handed over at MicroCon 2019. The delegate for Uskor stated that if the bear could not be recovered, they would provide funds for a new bear. The delegate for Adammia suggested that if the bear was recovered, it should tour a final list of nations before being permanently retired in a stable micronation.

Membership
The Vice-Chair moved to downgrade the Kingdom of Gradonia to observership, in accordance with their wishes. The Quorum divided:

Updates from Secretaries
The delegate for Adammia, in his capacity as Press Secretary, stated that minutes for the last few sessions of Quorum had been posted, and that he would post the minutes of the current session, the results of the Chair election, and some of the tributes given for the late delegate for Posaf before stepping down as Press Secretary.

Any Other Business
The delegate for Ikonia proposed the creation of a Technical Officer with responsibility for administering the Discord server as well as a GUM website. It was pointed out that the delegate for Adammia was already the Technical Administrator. The delegate for Adammia moved to make himself the Head Technical Administrator, with the power to appoint subordinate Technical Administrators, and that an official website be added to their responsibilities. Questions to the Chair
The delegate for Gradonia what provisions in the proposed convention on treaties would be relevant for micronations. The Chair responded that the intent was to develop a treaty that set out professional standards and guidelines. The delegate for Misberia asked whether this treaty would be handled similarly to the Wrythe Convention and the Edgbaston Convention. The Chair answered in the affirmative.

The delegate for Gradonia asked what specific provisions could be included in the treaty that would be relevant for micronational diplomacy. The Chair responded that this would be discussed between those nations that were interested in the treaty. The delegate for Gradonia asked what the Chair saw as being prospective clauses. The Chair responded that his overall intention with the treaty was to develop a set of guidelines to grow the community and develop a more professional atmosphere. The delegate for Gradonia asked if there were any probably clauses that the Chair would include in the treaty. The Chair responded that there were no solid clauses, hence why he was bringing the topic up for discussion.

Sister Cities
The delegate for Posaf stated that he would be releasing the latest cluster of sister cities the coming week, and that there had been a delay due to elections in Posaf.

Membership
There was some discussion on the provisional membership of Ashukovo, and the observerships of Kohlandia and Saspearian.

The delegate for Posaf proposed to overturn the decision by the Chair to dismiss the applications of the Democratic Republic of Benjastan, the People’s Republic of Orientia, and the Republic of Williamsburg. On Orientia, this was seconded by Iustus, Misberia and Aenopia. There was a motion of Orientia which the delegate for Austenasia advised was redundant, and the motion was withdrawn. On Benjastan, this was seconded by Misberia, Gradonia, Aenopia and Adammia. Orientia and Benjastan were returned to the membership voting docket.

Any Other Business
The delegate for Austenasia asked for an update regarding Diplomabear. The Chair stated that he would follow up on this. The delegate for Austenasia asked about the vacancies of the positions of both Events Officer and Safeguarding and Welfare Officer. The Chair stated that he would be putting out a general call for Events Officer, and that he would contact certain delegates privately for the SWO position.

The delegate for Lytera raised the issue of the GUM Micronational Development Initiative. The Chair stated that he asked all delegates to join it, and that he would be speaking with the Micronational Development Secretary regarding the program.

Questions to the Chair
The delegate for Ashukovo asked when the vote to upgrade Ashukovo to full membership would take place. The Chair stated that he would post it and other pending membership votes by the following Sunday.

New membership voting process
The Chair asked delegates for their thoughts on the new process for voting on membership applications. The delegate for Lytera remarked that, although the new system had achieved its purpose of making Quorum sessions shorter, it had not yet been tested fully due to the recent moratorium on membership applications. The delegate for Nemkhavia stated that the new system was useful for member states who were not able to attend Quorum regularly.

Change in voting procedure
The Chair moved:
1) A motion must be presented at a Quorum (which can be done by proxy).
2) The Sunday after the Quorum, the vote will be put up in an appropriate channel.
3) Votes will close the Wednesday after, to allow amble time for nations to vote.

Changes to powers of the Chair
The delegate for Adammia asked whether the proposed power for the Chair to dismiss non-functioning secretaries already existed. The Chair stated that the Supreme Judge had said it did not. The delegate for Adammia conceded that he may have seen the proposal before during the term of the previous Chair, when it met opposition. The Vice-Chair added that he had previously opposed the measure. The delegate for Posaf added that the proposal in its original form did not include the ability for the Quorum to revert the use of the power.

The Chair moved:
The power to dismiss, with the consent of the Vice-Chair, non-functioning Secretaries, be granted to the Chair and that the Quorum has the right to undo it and has to be informed the first Quorum after this power has been exercised.

New Projects
The delegate for Posaf suggested a range of projects that he had been thinking of since 2018 and requested the opinion of the Quorum on them. They included:

A New Members Association that all new member states would be a part of for four months, as well as older nations that volunteer to be part of it;

A GUM Outreach Program that would target Reddit, Facebook and Instagram communities, as well as French and Czech-speaking communities;

A New Image Project involving a revitalised website and a new logo;

A GUM Green Caucus of Nations, a voluntary treaty encouraging nations to clean up litter within their borders and other environmental action;

A Direct Diplomacy channel on the Discord server where nations would be able to submit a “resumé” about their nation.

The delegate for Nemkhavia commented that he thought the proposed projects interesting. The delegate for Lytera commented that the Reddit community might be hard to convince as they are very distrustful of outsiders, and also noted their constant wars, but that they might be able to be swayed. The delegate for Posaf responded that the organisation would not allow every nation from the Reddit community to join, and that he would like to be personally become active in that community in order to identify the more well-developed nations, as he had been doing already with the Instagram community. The delegate for Nova-Occitania questioned the relevance of targetting Czech and French communities without changing the Anglo-American image of the GUM. The delegate for Posaf responded that he wished to focus on the French and Czech communities as they are the most developed, whilst noting that a language barrier could be a problem.

Expulsion of Cycoldia
The Chair moved that the Grand Republic of Cycoldia be expelled from the Grand Unified Micronational. The Quorum divided:

Safeguarding and Welfare Officer
The Vice-Chair proposed the creation of an officer of the GUM responsible for safeguarding minors, over 18 years of age and preferably with previous relevant experience. The delegate for Poplar Nova asked what the pre-requisites for becoming the Safeguarding and Welfare Officer would be. The Vice-Chair stated that they would be a trusted member of the community over the age of 18, preferably with relevant experience such as teacher training or proof of DBS checks.

The Chair moved that the Office of Safeguarding and Welfare Officer be established. The Quorum divided:

The Chair moved that the duties of the SWO be defined as “a trusted, over 18 member of the community, preferably with previous macronational child-safety experience, and their role would be ensuring to the best of their ability the safety of underage members, and dealing with any safeguarding situations that may arise – as well as pointing out red flags and failures in GUM towards protecting minors, and constitutional changes that may be needed to ensure safety.” The Quorum divided:

Status of Cycoldia
The Chair noted that the Grand Republic of Cycoldia claimed to have “self-suspended” its delegation, and added that Cycoldia had brought the organisation into disrepute due to issues involving the micronational press. The delegate for Uberquiesenberg asked what was meant by bringing the organisation into disrepute. The delegate for Posaf stated that he had received a message from the delegate for Cycoldia regarding a GUM-related issue in the nation of Caudonia, and that she had told a micronational journalist that the GUM would persue legal action against them (which was not correct). The Vice-Chair added that the delegate for Cycoldia did not rule out leaking the Quorum in order to fulfil requests by Cycoldia’s allies to do so.

The delegate for Lytera whether there would still be potential talks between Cycoldia and the nation of Ticronvidia, and whether the organisation would reconsider the previous refusal given to Ticronvidian observership given that many member states may arguably have been swayed by the threat by the delegate for Cycoldia to leave the GUM if they were accepted. The Chair stated that there would be no new vote on Ticronvidia as he had been informed that they were no longer sovereign.

The Vice-Chair asserted that it was not legally possible for a delegation to suspend itself from the organisation, and that any attempt to do so was tantamount to renounciation of the Charter. The delegate for Uberquiesenberg added that in his legal opinion, if Cycoldia had not withdrawn its ratification of the Charter, then it was still a full member state, and it was not clear that Cycoldia had done so.

The Chair moved that the membership of the Grand Republic of Cycoldia be suspended. The Quorum divided:

The Chair responded that this was still being considered by the membership, and that the administration did not plan to move further yet.

Cupertino Alliance – GUM Earth Day Initiative
The delegate for Iustus, who is the Chair of the Cupertino Alliance proposed the Cupertino Alliance – Grand Unified Micronational Earth Day Initiative, which would be a kind of clean-up event held on Earth Day where delegates of both organisations could optionally sign up to participate. The Cupertino Alliance proposed to partner with the GUM for this event and asked delegates for their opinions. Delegates noted that the Cupertino Alliance had a distaste for the GUM, with some also calling the organisation tongue-in-cheek. The delegate for Posaf stated that the Cupertino Alliance was a failing organisation, due to the founding nation Aenderia which voted to leave after the strong informality in the organisation. The Chair rejected considering this proposal, for which there were no objections.

Sister Cities Project
The floor was passed to the delegate for Posaf, who stated that the GUM Sister Cities Project Phase 3 would definitely be out this week, and that Phase 2 was a success in expanding foreign relations between participants, and despite two nations leaving the project, one of them was considering coming back. The delegate also stated he was working on the Google Form to match the nations for Phase 3, and that he was considering creating a website for the project, where people will be able to sign-up directly, as well as it displaying the achievements made by the program.

Successor state to Misberia
Following the disestablishment of the United Kingdoms of Misberia and Caloudonum, the Chair motioned to recognise the newly established Directive of Misberia as the Misberian successor state and for it to be admitted to the GUM. The Quorum divided:

24 Hour Quorum

The Chair suggested the 24 Hour Quorum become an “eSummit” hosted on Discord due to the recent COVID-19 pandemic. The delegate of Iustus suggested co-organising the event alongside the delegate of Orentia. The Chair suggested having a schedule of events for the eSummit, similar to an in-person summit, and advised delegates to think of activities, discussion topics, and other ideas they would like to see.

Sister Cities Project

The Chair invited the delegate for Posaf to talk about the Sister Cities Project. The delegate for Posaf stated that Phase 2 has been slow due to him being busy, but that Phase 3 would be out this week and it will work differently, giving participants an option to randomise or pick cities.

Responses to COVID-19

The Chair invited delegates to make statements on the recent 2019-20 coronavirus pandemic. The delegate for Posaf stated that Posaf is taking a calm approach, and declared a national state of caution with the advise of the Ohio Department if Health. The delegate of Lytera stated that the government is pondering declaring a national state of emergency, and that one of their citizens is experiencing similar symptoms to that of COVID-19, however it had not yet been confirmed wither or not it was COVID-19.

The delegate for Orentia stated that weekly GUM-related trivia questions would be starting this week, an idea which had been proposed by the delegate of New Eiffel.

Discord Terms of Service

The Chair informed the delegates about the issue of Discord ToS concerning the minimum age for users of the software; thirteen years, and that due to Discord staff recently cracking down on Discord servers with underaged users, it put the GUM Discord server at risk. The Chair asked for thoughts and opinions on the matter. Delegates questioned the odds of the server being shut down due to its relatively small size. The delegate of Austenasia in reply stated that any user with an ill will to the GUM could easily report the server to Discord staff, making it more likely for it to be shut down. The Supreme Judge stated that the stability of the GUM was their main concern, and that following Discord’s ToS should be a priority.

The Chair motioned the nation must have a delegate that complies with the Terms of Service of the platform the GUM uses to conduct its business. The Quorum divided:
